Internal and Administrative Investigations for Public Safety Agencies
Independent, Thorough and Defensible Investigations Conducted by Experienced Investigators
When an allegation involves your own people, the investigation has to be thorough, fair and able to stand up to scrutiny. ProFirst provides independent internal and administrative investigations for police departments and public safety agencies nationwide. Every case is handled by an experienced investigator with a law enforcement background, not outsourced to a generalist.

Investigations We Conduct
-
Officer misconduct and internal affairs: complaints and policy violations involving sworn personnel.
-
Civilian and workplace complaints: non-sworn staff misconduct, harassment, discrimination and EEO complaints.
-
Command staff and executive investigations: allegations involving chiefs, command staff or department heads, where an outside investigator protects everyone involved.
-
Use of force and critical incidents: administrative reviews measured against your agency's policy and training.
-
Independent review of completed investigations: a second look at an investigation your agency already finished, to identify gaps before discipline, an appeal or litigation.

Why Agencies Bring In an Outside Investigator
-
Conflicts of interest, or allegations that reach the top of the chain of command
-
Smaller agencies without a dedicated internal affairs unit
-
High-profile cases where independence matters to the public and the council
-
Caseload backlogs that are delaying resolution

How It Works
1. Case intake and scoping: we review the complaint, identify each allegation and the policies involved, and set an investigative plan and timeline.
2. Investigation: interviews, records, video and evidence review, documented throughout.
3. Written report: findings of fact on each allegation, measured against your policies. Discipline decisions stay with your agency.
4. Expert witness and court testimony: if the case moves to arbitration, a civil service hearing or court, your investigator is available to testify about the investigation and its findings.
